Paul McCartney

Paul offers clients extensive knowledge, training and mentoring experience in aviation regulations
following his 26 years with the CAA. He uses his considerable range of management experience
in advising clients on all aspects of safety and regulatory requirements to assist clients on
enhancing airworthiness and safety performance based on the level of safety risk.

His knowledge, guidance and application of the EASA regulatory requirements influences Baines Simmons’
strategic approach to our product development and consulting assignments. He has provided
advice and assistance to overseas Governments and operators on the implementation of
regulations and procedures to meet the latest ICAO standards and recommended practices.

Expertise and capability

 Consults as an airworthiness surveyor.
Advises on regulatory compliance with Part 21/M/145/66/BCAR/SMS and supplementary FAA/
TCCA approvals.
Airworthiness coaching and mentoring to NAAs
Advises on regulatory compliance with EASA Part 145 for organisations located outside the EU.
Advises Regulatory Authorities on matters relating to oversight competence and capability.
Advises clients on regulatory compliance, quality assurance and safety matters related to the
operation of large transport, corporate aircraft. Deputises for post holders during staff shortages
and organisational change.
Advises on aircraft restoration projects for Annex II aircraft types.
Advises on SAFA (Safety Assessment Foreign Aircraft) standards.
Career background and experience

Prior to joining Baines Simmons, Paul has over 40 years in the civil aircraft/military sector including
26 years with the UK Civil Aviation Authority (CAA) in various UK regional offices and
internationally in Fiji & Singapore office.

Paul's achievements include:

CAA Regional Manager for the Pacific Islands and advisor to Fiji, Solomon and Kiribati Islands
Civil Aviation Authorities for continuing airworthiness matters.
Seconded to CAAi Singapore Office in order to provide regulatory oversight of EASA 145
approved organisations in the region.
Military/Civil background on Helicopters & Fixed Wing Aircraft.
Major airline aircraft engineering experience both domestically and internationally.
Paul is an FAA A & P, EASA Part 66 (B1, B3, C) and BCAR (A, B & C) Licence holder,
Incorporated Engineer and Member of the Royal Aeronautical Society. CMS in Management.
